How Economists Have Misjudged Global Warming

The Bush administration rejected the Kyoto climate treaty because of a belief that reducing carbon dioxide emissions would hurt the U.S. economy. But that belief is based on demonstrably wrong theoretical assumptions about what really drives economic growth. A careful study of the history of technological development offers evidence that what would truly damage the U.S. and global economies would be not to reduce emissions sharply—and soon.
