In any natural disaster it is local communities that are the first source of assistance, it is seen that it takes three to four days for any meaningful assistance from outside to reach communities. In the scenario of peace from man made disasters that are an outcome of violence it is much much longer, till there is some semblance of a lull in violence there is no one around. One can come to terms with an act of God but what if his agents were to appear in the aftermath!
I love the chocolate to kids approach, but what does that signify!
When one talks of civil society what does that signify, personal experience, is supported by other documentation that except for the founding members to everyone else it is just another well paid job that is in short supply. A good website in a disaster with updates and an appeal and I have funds flowing in. Unless we get vocal about peace, we cannot have peace and let us put aside those self righteous justifications for violence first, it is never right. Why is Worldwatch Institute getting into this its a quagmire lets stick to the environment otherwise we will have to get into banned weapons being used on civilians and mercenaries and one is rather tired of domination, globalization, genetically altered food, and patents on natures produce being rammed down our throats. Let us stick to more peaceful grounds.

Creativity and compromise denote the necessary courage to listen to other with a view to solving conflict and facilitating communication between antagonists. By themselves, the antagonists would most likely start a new conflict and resolution of issues would be impossible.

I have time and again seen the supply of inappropriate personal material by the generous - woolen blankets to hot climes, nike shoes and T-shirts to villagers, cooking stoves supplied in triplicate by competing benefactors. Everything then ends up in the open market - who's to blame for all the waste. The generous agencies insist on concrete structures when everything shows its falling structures that account for deaths, loacal - flimsy yet appropriate traditional home, which the disadvantaged populace living in vulnerable locales would be most happy with are rejected. Who pays for the maintenance of these later, the electricity bills etc..., nary a thought! The four years a normal waiting period for the affected is in hovels, ho cares. Any dispute I can cite enough and more examples for all those who claim a good job done. Schools without teachers, hospitals without staff, broken promises of photo shoot donations at dinner parties. The international media of today but abuses privileges granted it is the local government's problem they handle their job best, local NGOs can provide but insights and have never been trained for the role called for. It is effective contractors that handle the job of recontruction. Recovery is a dream that people have to address themselves.

Each answer has merit, however, until we can go beyond the Corporate Controls in our current societies, Local and Global, it will remain difficult to overcome that which blocks the Path To Peace. The Question is, Can the Strong Civil Society Prevail in todays world?

I think NO ONE IS POSSIBILE do anything anainst the willingness of the local government in case of emergency. When it is 'willing to compromise and think creatively', it is the best surce help of any civil society in the same place..

I agree, a systemic approach is probably the clue to solving problems. However, if one is to be chosen I believe that as long as you have a strong civil society the rest will follow. Empowered people know how to help themselves and how to get help where help is needed.

Actually, all of the above.
It's not possible to categorically ONE most effective way.
A holistic approach is necessary, which is possible in cases 1, 3, & 4.
It's always government that's the stick-in-the-mud.

From Developing Countries Perspective

From the perspective of developing (third world) countries everything needs to be considered. In most developing countries the role of civil society is not strong enough to effectively lead the recovery programmes, due to several reasons / factors. That is why involving the government is a wise decision; however, I never believed governments are the best choice. Any of the four or all can be effective in any given community or location.

For example, most not-for-profit organizations made a mistake of one glove fitting to all. Every society has got its own reservation and openness. Unless it is approach carefully, a well planned recovery strategy can die in vain.

Anything that perfectly works in one community, does not necessarily work for other community. One medicine won't cure all illnesses.
